Who's Supporting the Scheme?

Leeds City Council supports and partly funds the Leeds Rental Standard scheme in partnership with the other accrediting organisations - Unipol Student Homes and the National Residential Landlords Association (this saw the merger of the National Landlords Association (NLA) and the Residential Landlords Association (RLA) in early 2020).

Leeds City Council want the Leeds Rental Standard to result in lighter touch regulation allowing the Local Authority to concentrate their regulatory resources on those that showed no sign of meeting standards voluntarily.

Benefits for Landlords

By joining a recognised accreditation schemes and becoming a member of The Leeds Rental Standard the landlord can benefit from the following incentives:

Lower regulatory fees - get off your license

Accredited landlords with licensable properties will be eligible for a discount per license. You must be accredited at the point of making your license application so it is important to become accredited as soon as possible (please note some restrictions do apply in relation to the new Selective Licensing Scheme - find out more below). Mandatory HMO Licence Information and costs

Selective Licensing Information and costs - Beeston and Harehills. Check to see if your property falls within the boundaries for Selective Licensing and apply for your license . Please see the rules below around eligibility for a discount:
  • Any landlord who owned a property before 6th January 2020 needed to be accredited and have submitted an application by that date to receive a discount.
  • Landlords who owned a property before 6th January 2020 but applied after 6th January would not be entitled to a discount, however would be entitled to a discount if they are accredited at the next renewal point.
  • Landlords who purchase properties after 6th January 2020 in one of the Selective Licensing areas and are accredited at the point of making their application will be eligible to the discount.

Other benefits for becoming accredited
  • Members of the Leeds Rental Standard are self-regulating and have the opportunity to resolve any tenant complaints through the scheme without Council involvement
  • Permit for Parking allows parking in parking zones without risking a parking ticket.
  • Priority access to Council Housing Officers (EHO's) for advice and guidance. Ring the Leeds City Council Private Rented Sector general number which is 0113 3784699 and you will then be put through to the duty officer who will respond to your query. You will need to confirm you are members of Leeds Rental Standard by quoting your membership number.
  • Access to the Private Sector Letting Scheme (PSLS). For more information please click here
  • Exclusive access to advertise on the Leeds Homes website and magazine. To advertise send details of your property(ies) using this form
  • Waste Disposal Concession for certain tenant generated household waste at Kirkstall and Seacroft Recycling sites.
Using a Waste Recycling Centre
  • There are number of conditions you MUST comply with before visiting a Waste Recycling Centre if you are a landlord. Please read the following information to avoid additional costs and potentially being turned away. Things you need to do.
  • (landlords need to produce LRS membership card), to free disposal are now in operation. of the Leeds Rental Standard (LRS) are permitted free of charge (FOC) tipping of certain waste types that the landlord has disposed of their 12 tonne allowance normal disposal fees will apply. Maximum allowance per annum 1st June - 31st May period.
Choose an accredited waste carrier

Leeds City Council have launched the Leeds Accredited Waste Carrier Scheme (LAWCS) with the aim of helping Leeds residents find someone local, legal, and responsible to take away their waste from the home or garden.

LAWCS helps connect responsible waste carriers to the public. All the members on the list have been accredited by Leeds City Council and sign up to a code of standards to provide reassurance that these are waste carriers that you can trust.

LAWCS members with a green tick have had enhanced checks and demonstrated that they:

  • Have DBS checks for staff working directly with customers
  • Have valid Public Liability Insurance relevant to the service they provide
  • Are they are a properly set up business with business stationary and comply with other relevant regulations
